Rules and Regulations for the New Media Accounts of

BNBU’s Official Organisations 


I. General Rules


Article 1       These regulations manage the new media platforms of Beijing Normal University - Hong Kong Baptist University (hereinafter referred to as “BNBU”), in accordance with the national laws and regulations and the University’s practice, in order to strengthen positive effects of providing information to the public, displaying the University’s image and promoting the campus culture.


Article 2        These regulations shall apply to the new media accounts that are registered under the name of BNBU and the names of any of its subordinate divisions, academic and administrative units. These new media accounts include but are not limited to those using their authentic organisation information on Weibo, WeChat and mobile apps.


Article 3        BNBU encourages staff and students to publicise the development and achievements of the University on their personal new media accounts by offering responsible information that follows the national legal requirements. Without permission, any individual or organisation is not allowed to set up new media accounts under the name of the University or any kind of its subordinate organisations; nor can they use BNBU’s logo or name on the accounts after BNBU.


Ⅱ. Regulations


Article 4        The creator of the new media accounts shall take charge of operating the accounts and bear the full responsibility of posted content. The creator must strictly observe the national laws and regulations as well as BNBU’s regulations, and consciously protect the reputation of the University.


Article 5        The new media accounts shall be managed hierarchically.

The BNBU official Weibo and WeChat accounts are first class platforms, operated by the Media and Public Relation Office.

The other Weibo, WeChat and other new media accounts that are created and operated by BNBU’s subordinate academic and administrative units are second class platforms. The heads of these subordinate organisations are the first person responsible for the operation and management of their new media accounts.


Article 6        A hierarchical registration system and an annual review system shall apply to the management of the new media accounts.    

Part 1 of the “Registration Form of the New Media of BNBU’s Official Organisations” shall be submitted to the Media and Public Relations Office for authorisation two weeks before the organisations create their new media accounts. With the authorised Registration Form, the organisations are able to apply for materials from the associated office to complete authentication procedures that are required by the new media platforms. Part 2 of the “Registration Form of the New Media of BNBU’s Official Organisations” shall be completed and then submitted to the Media and Public Relations Office within two weeks after creating their new media accounts.

If there are any changes of information on the second class platforms, including the changes of the new media account names and administrators, or if the second class platforms decide to close down their accounts, a “Form of Information Change for the New Media of BNBU’s Official Organisations” shall be submitted to the Media and Public Relations Office within one week after making changes or closing down their accounts.

The new media of BNBU’s official organisations are required to conduct an annual review. The organisations shall submit an “Annual Review Form of the New Media of BNBU’s Official Organisations” to the Media and Public Relations Office in July.


Ⅲ. Requirements


Article 7        All the organisations shall clearly define a new media plan outlining the development and goals, with emphasis on their own characteristics as well as combined promotional effects. Originality is encouraged. Posting forbidden information is prohibited.


Article 8        All the organisations shall establish and rigidly implement a system to examine the contents before being published on the new media. The access to editing, examining and publishing shall be separated.


Article 9        All the organisations shall enhance the management of their new media accounts and ensure network and information security. The individuals responsible for publishing rule-violating information on the new media shall be called to account by the University.


Article 10      All the organisations shall regularly review their websites and new media. Those accounts of similar functions, low attention, inactivity, inaccuracy and more shall be integrated, updated or deleted.


Ⅳ. Supplementary Article


Article 11      These rules and regulations, of which the power of interpretation shall be vested in the Media and Public Relations Office, shall go into effect from the date of release.
